Filis Constantinos, Dr.

Head of the Russia-Eurasia & SE Europe Centre at the Institute of International Relations since 2005.
Elected in November 2007 and served for two years as Senior Associate Member at St Antony's College, Oxford University and as Research Fellow at South East European Studies at Oxford (SEESOX), Oxford University.
In July 2012, he was appointed, by the Board of Directors, Director of Research at the Institute of International Relations of Panteion University.
Between December 2013 and January 2015 he served as
Chairman of Project Management Group at the Ministry of the Environment, Energy and Climate Change.
From mid-2013 to early 2015 he served as Member of the Committee of the Center for Security Studies, which examined the threat of forms of radicalism to national security.
He has conducted a number of studies and advised international and Greek corporations.
He lectures at the Hellenic Naval Staff and Command College and at the Hellenic National Defense College. He is also teaching in under-graduate and post-graduate degrees in two universities, as well as at the Open University of the Book Arcade (Stoa tou Vivliou).
He is currently member of: the Greek-Turkish Forum, The Institute of Energy for South-East Europe, The Foundation for Thracean Art and Tradition & The Institute of Cultural Diplomacy. He is also Director of the International Olympic Truce Centre and energy and geoeconomics advisor to the Hellenic Entrepreneurs Association.
His most recent books are: “Refugees, Europe, Insecurity” (Papadopoulos Puplications) and “Turkey, Islam, Erdogan” (same publisher).

AMBASSADOR SHAMMA JAIN

Ambassador Shamma Jain, a career diplomat, assumed charge in Athens in December 2017.

Her last assignment was as Ambassador of India to Panama, from 2014 to 2017, with concurrent accreditation to Nicaragua and Costa Rica.  She has also served as Ambassador to Cote d’Ivoire from 2008 to 2011, with concurrent accreditation to Liberia, Sierra Leone, and Guinea. 

Earlier, she worked at the Ministry of External Affairs, New Delhi, as Joint Secretary in the Policy Planning and Counter-Terrorism Division, followed by a stint at the Indian Council of World Affairs, Delhi, one of the oldest think-tanks in India, declared as “an institution of national importance” by the Indian Parliament.  She has also worked as Director in the Division of South Asian Association for Regional Cooperation (SAARC) at the Ministry.

She has served in the Indian Missions in different capacities, including as the Deputy Chief of Mission in Italy, Minister in the Philippines, and Political Counsellor in Washington D.C. She has also held diplomatic assignments in Turkey, at the Permanent Delegation of India to UNESCO, Paris, and in Argentina.

She holds a double Master’s in International Politics from Jawaharlal Nehru University, Delhi. She was awarded an Honorary Doctorate (Honoris Causa) by the former President of Liberia, Nobel Laureate, Ms. Ellen Johnson Sirleaf, for her contribution to the promotion of India-Liberia relations.

 

Pitsilis George

George Pitsilis, Governor of the Independent Authority for Public Revenue, is an Attorney at Law, researcher and experienced professional.
He has graduated from the Athens School of Law (LL.B.), where he also obtained an LL.M. in Public Law. He has obtained a DEA in Tax Law from the University Pantheon-Sorbonne (Paris I).
Following his tax studies, George Pitsilis has gained particularly significant know – how and practical experience in Domestic and International Tax Law.
Since 2008, he is a Member of the BoD of the Greek Society of Tax Law and Public Finance Studies.
He is, also, member of the editing committee of Greek legal reviews, author of several articles and commentaries in Greek and international legal reviews.
